Support for Families of Missing Military Personnel — What Benefits Are Available.


Close relatives of Ukrainian defenders who went missing during service can expect additional support from the state.
Who Can Apply for Benefits
State benefits are not provided to all relatives of the missing military personnel; they are available only to the closest ones, which include:
- Children under 18 years old.
- Parents of the military.
- Wife or husband.
- Adult children with disabilities from childhood.
What Support the State Provides in 2025
The state provides them with benefits for medical care, payment of utility services, education for children, transportation, and financial aid. In 2025, the following support can be expected:
- Housing and Utilities
The family can receive housing on a priority basis if they need improved living conditions. The state also pays 50% of the cost of utility services. There is an opportunity to privatize the state housing they live in for free.
- Healthcare and Recreation
If the military served for at least 20 years, their relatives can receive treatment in medical institutions of the Ministry of Defense. They are also available for recreation in sanatoriums and rest homes subordinate to the Ministry of Defense.
- Transportation Benefits
Parents of missing soldiers can use city public transport for free, as well as have a 50% discount on railway and airline tickets.
- Education for Children
Children of missing military personnel have the right to enroll in state or municipal universities without competition. Their education can be financed from the state budget for three years after graduation from school. They are also guaranteed a priority place in kindergartens.
- Financial Aid
Parents, minor children, and children with disabilities receive a one-Time cash payment. The amount is equal to the state insurance compensation for military personnel.
