Research by the NACP: Where in Ukraine Are Bribes Most Frequently Encountered.


Highest Level of Transparency in CNAPs
The National Agency for Corruption Prevention conducted a study on the level of corruption in institutions providing services to the population and businesses in Ukraine. It turned out that CNAPs showed the highest level of transparency. This was reported by 'Glavkom' referring to the Ministry of Digital Transformation.
According to the survey, in 2024 only 3.8% of visitors to CNAPs encountered corruption, which is more than twice less than in 2023.
More than 70 thousand citizens left feedback about their visits to CNAPs, and their satisfaction reached 94.9%.
Corruption in the Construction Sector
The construction sector remains one of the most corrupt industries in Ukraine. Last year, 27.4% of citizens gave bribes for the registration of land plots, and over 8% of businesses did so for building permits and urban planning conditions.
14.6% of Ukrainians encountered corruption in 2024 when replacing driver's licenses, and 19% did so during the registration or re-registration of vehicles.
Increase in the Use of Online Services
The number of Ukrainians using online services in 2024 rose to 36.1%, which is 6.7% more than in 2023.
Businesses are also displaying better awareness regarding electronic services - 59.9% in 2024 (2.7% more than in 2023).
Moreover, over 200 thousand permits for weapons were issued in 'Diia' within a week. More than half of Ukrainians registered with weapons are already using permits in 'Diia'.
Additional Payments Under the 'Winter eSupport' Program
The Cabinet of Ministers allocated an additional 570 million UAH for the 'Winter eSupport' program. This will allow for payments to those Ukrainians who applied by February 28 but have not yet received assistance.
