One document instead of ten: Ukraine has adopted EU customs rules.

Since April this year, Ukrainian enterprises have been facing new EU customs rules that have significantly changed the business conditions. Amendments to the Customs Code, which bring Ukrainian legislation closer to European standards, came into effect on April 19, 2025. The main change is the transition to the European authorization system, which simplifies the process of customs operations and the use of customs regimes.
More operations can now be carried out at customs warehouses, and the requirements for warehouse arrangements have been relaxed. An adaptation period of one year is also provided, during which enterprises can gradually transition to the new customs regulation model.
These changes bring Ukraine closer to European standards and provide better conditions for foreign economic activity. It is expected that the new authorization system will simplify logistics processes, reduce bureaucracy, and make the customs environment more transparent and predictable, similar to the system already functioning in EU countries.
Analysis:The changes to the Customs Code that bring Ukrainian legislation closer to European standards significantly simplify the conditions for performing customs operations and utilizing customs regimes for Ukrainian enterprises. This will improve the conditions for foreign economic activity and make the customs environment more transparent and predictable. It is expected that these changes will have a positive impact on logistics processes and reduce bureaucracy, as well as bring Ukraine closer to European standards of customs management. The introduction of the new authorization system is a step towards further integration of Ukraine with the European Union.
