The government simplifies the procedure for issuing certificates for internally displaced persons
The Cabinet of Ministers of Ukraine has adopted a resolution that changes the procedure for issuing and registering certificates for internally displaced persons (IDPs). The changes involve simplifying procedures and improving the mechanisms for accounting citizens who have had to leave their homes. Ombudsman Dmytro Lubinets reported this.
The new rules allow internally displaced persons to notify about changes in their circumstances through the 'Diia' portal, which helps save Time and resources. Now it is possible to report changes in residence, return home, move abroad for permanent residence, or refuse the certificate.
The resolution also expands the rights of IDPs who have temporarily moved to another community for treatment. If the treatment period exceeds 15 days, such individuals can obtain a certificate at their new place of residence. After the treatment is completed, they must register at their actual place of residence within 60 days.
The Ministry for Reintegration of the Temporarily Occupied Territories states that these changes are aimed at adapting state services to the real needs of internally displaced persons through the digitalization of processes. This gives citizens the opportunity to solve important issues without unnecessary bureaucracy and queues.
In addition, an important innovation is the possibility for military personnel to obtain IDP certificates, except for conscripts and certain categories of draft.
As of July 1, 2025, additional provisions will come into effect, including monthly verification of information about IDPs conducted by the Ministry of Finance. If it turns out that a person has been abroad for more than 90 consecutive days without valid reasons, the certificate may be revoked. However, after returning to Ukraine, the person will have the right to obtain the certificate again.
Ukrainians are also reminded that the rules for subsidy payments have been updated: who will fall under the new rules from mid-April.
