Vehicle re-registration has resumed at the Ministry of Internal Affairs service centers.


On January 21, vehicle re-registration was resumed at the Ministry of Internal Affairs service centers after a cyberattack on state registries. Services at the service centers are provided by appointment and testing of the updated E-Appointment system is ongoing. Registration is carried out using the old or new version of the system depending on the region and service center of the Ministry of Internal Affairs.
Pre-registration in E-Appointment for receiving services from the Ministry of Internal Affairs service centers
To receive a pre-registration ticket, you need to authorize using an electronic signature, BankID, or Diia.Signature. After authorization, you select the service, service center, and date and Time of receiving the service.
If you cannot pass authorization, we recommend trying later, as the system may experience temporary failures due to high demand and overload. You can also make an appointment at the service center terminal for two days in advance.
Vehicle re-registration in 'Diia'
You can also re-register vehicles online through the 'Diia' application. To do this, the seller must authorize and generate a QR code, which is shared with the buyer. After that, the buyer enters the vehicle data, selects the license plate, type of registration certificate, and specifies the place of document receipt. After checking the vehicle by the system, a purchase and sale agreement is generated, which both parties sign using Diia.Signature. The documents are sent to the Ministry of Internal Affairs service center and then to 'Ukrposhta', which delivers them by mail.
On January 20, the operation of the Ministry of Justice registries was also resumed after the cyberattack.
