UN Payments - What Changes are Being Made for Ukrainians.


The Ministry of Social Policy is working on creating a single mechanism through which socially vulnerable citizens will receive financial assistance from international organizations. The government plans to abolish the appeal for payments.
This is stated in the
draft resolutionof the Cabinet of Ministers, 'On the implementation of measures to provide additional financial assistance to socially vulnerable groups of the population at the expense of international and other partners', prepared by the Ministry of Social Policy.
How Changes May Occur
The draft resolution provides solutions that will affect payments to Ukrainians receiving international financial assistance. For example, it is planned that:
- additional financial assistance will be provided from sources such as international organizations, donor institutions, including the UN, and other organizations;
- which categories of the population will receive state financial assistance, the terms and conditions of payments will be determined jointly by partners, the Ministry of Social Policy, and the Pension Fund of Ukraine (PFU) according to the Memorandum of Understanding;
- the formation of lists of recipients of state assistance, according to the categories defined by the parties, will be carried out by the PFU based on information contained in data bases;
- payments of additional financial assistance will be made in the amount and within the limits of financing defined by the partners' program documents without the recipient of state assistance having to apply;
- additional financial assistance will be credited to the recipient's bank card or transferred via post.
According to the explanatory note to the draft resolution, additional financial assistance will be paid to people who belong to socially vulnerable groups of the population, namely:
- pensioners;
- persons with disabilities;
- persons with disabilities from childhood;
- children with disabilities;
- war veterans;
- large families;
- low-income families;
- orphaned children;
- children deprived of parental care;
- children in difficult life circumstances;
- other categories of persons, including those affected by the military aggression of the Russian Federation against Ukraine.
It is noted that despite the full-scale war, the government continues to support the most socially unprotected citizens, while the situation is complicated due to declining budget revenues. Therefore, the state continues to seek additional sources for their support.
The Ministry of Social Policy is actively cooperating with international partners to ensure financial payments to those citizens who need them the most and receives proposals for strengthening the social protection of Ukrainians.
However, as emphasized in the document, decisions on negotiations and signing international agreements on humanitarian issues are agreed upon by the Cabinet of Ministers. This has led to the need for changes.
'The implementation of the act will enable the provision of additional financial assistance to socially vulnerable groups of the population at the expense of funds from international and national partners', states the explanatory note.
The Government of Ukraine plans to streamline the payments of financial assistance to socially vulnerable groups of the population through a unified mechanism from international organizations, emphasizing the need for citizens to appeal for payments. Such changes are provided by the draft resolution developed by the Ministry of Social Policy for the further implementation of additional financial assistance to Ukrainians in difficult life situations. This step will allow continued support for the most vulnerable segments of the population in the context of budget cuts and provide them with the necessary material assistance.
